Flour Paper Bag

Question:

I've always been told that recycling items contaminated by food should not be put in the recycling bin. However, I am curious about this empty bag of flour. It is paper. It has a recycling symbol on it. But, no matter how much I shake it out, there is still flour residue throughout the packaging. Recyclable or not recyclable?
